Non-meeting to discuss
teacher negotiations: The Board discussed the new proposal from the Negotiating Team to the
teachers. MOTION: C. Dreyfuss. MOVED to accept the proposal of the
Negotiating Team dated April 8, 2008. SECOND:
K. Cota. DISCUSSION: C. Dreyfuss
explained the proposal. There is no Evergreen Clause, only 1 year of Early
Retirement, an increase in tuition reimbursement, which benefits the students
and an increase in longevity for the four years. Those are the main items.
There is a cost saving. J. Fortson commented that there is a $27,500.00 savings
over the life of the contract. C. Dreyfuss explained that a person does not
collect the Early Retirement when they leave. The longevity is for the people
that are employed in the District. She said that there are people that are
leaving. We put the funds in to retain teachers through the longevity. It was
asked about the Evergreen Clause if the State approves the House Bill. C.
Dreyfuss explained if the contract passes prior to the State passing the House
Bill we are locked in for the four years. The voters supported the contract.
There would be no adjusting. We would want to get this done. R. Smith is in
support but felt that it would be a struggle to pass. J. Carnie commented that
there are a large number of issues. The 4-year contract is to long, Early
Retirement not completely gone, Longevity with Early Retirement and the amount
of increase in longevity. He can not support this. He said that you need to
convince the judge. It was commented that there are teachers that have not
received a raise in 4 years. This is an emergency situation. It was commented
that you need to give in negotiations when you take. We need to move ahead. Let
the voters decide. W. Felton commented that the Negotiating Team had a
successful process. VOTE: 9.456/1.830/0/2.593.
J. Carnie declined to vote (1.121) Motion
passes.
MOTION: C. Dreyfuss MOVED to leave the non-meeting to enter
public session. SECOND: R. Smith. VOTE: 11.386/0/1.021/2.593. Motion passes.
MOTION: D. Lyman MOVED to go out of non-public session. SECOND: C. Dreyfuss. VOTE: 12.407/0/0/2.593. Motion passes.
